About

Evan wearing a green rain jacket with the ocean in the background

I’m a program evaluation consultant based in Saskatoon, Canada. My background spans work with nonprofits, healthcare systems, and governments, with a particular focus on substance use, addiction, and mental health. I’ve been working as a professional evaluator since 2018 and hold the Credentialed Evaluator (CE) designation through the Canadian Evaluation Society.I take a collaborative and down-to-earth approach, working with organizations to design evaluations that are useful, evidence-based, and accommodating to client resources. Alongside my consulting work, I’m actively involved in the evaluation community through the Canadian Evaluation Society: I serve on both the national CES board and my local Saskatchewan chapter, the CES Advocacy Task Force, and the CES conference planning committee.Outside of work, I enjoy spending time with my wife and other family and friends, exploring the outdoors, and staying active through basketball — whether playing, watching, or coaching.

Services

I help clients clarify program outcomes, collect reliable data, and communicate results clearly to funders, communities, and other audiences.Whether you’re looking for a full evaluation from start to finish or just support with a single piece, I offer practical, tailored services that fit your organization’s capacity and priorities. While I work independently, I can tap into a network of trusted professionals across Canada to handle large projects or tight deadlines.

Evaluation Design

I can help you lay the foundation for a successful evaluation. This includes developing logic models or theories of change, establishing evaluation questions, identifying key outcomes and indicators, and creating straightforward evaluation plans that align with your organization’s goals and resources.

Data Collection and Analysis

I can design and carry out data collection that fits your context, through a range of methods including surveys, interviews, focus groups, literature reviews, or environmental scans. I also provide clear quantitative analysis (e.g., descriptive and inferential statistics using Excel or SPSS) and qualitative analysis (e.g., thematic analysis using Excel, NVivo, or MAXQDA). Findings are presented in plain language and visual formats that make sense for your team and audiences.

Full Service Evaluation

From start to finish, I can manage the evaluation process. This includes planning, data collection, analysis, and reporting - tailored to fit your program and budget. The result is a clear picture of what’s working and what can be improved, helping your organization understand impact, support decision-making, and strengthen programming and services.

Evaluation Capacity Building

I support organizations in building their own evaluation skills and confidence. This can include training, customized templates, or collaborative evaluation processes to strengthen evaluation capacity. The focus is on simple approaches that empower you to use evaluation long after the project ends.

Evaluation Approaches

Program evaluation draws from many theories and approaches. My experience includes mixed methods, realist evaluation, contribution analysis, evaluation rubrics, participatory evaluation, and applying social science theory to design evaluations and interpret results (e.g., COM-B model of behaviour change).

AI-Assisted Evaluation

Clients often wonder about generative AI. I typically use platforms such as ChatGPT, Copilot, and NotebookLM to assist with evaluation tasks and support project efficiency and quality. However, use of these AI platforms is dependent on client preferences, confidentiality, and data privacy requirements.
